About Us

The uMngeni Residents and Ratepayers Association (URRA)

is a constituted,  apolitical, civic organization

established to play an oversight role in the interests of

the residents of uMngeni Municipality.


Here is a brief overview of URRA’s recent efforts :

  • Challenged the Municipal Property Rates Act (MPRA Act of 2004) in 2011 and were successful in improving the rates base by demanding fair property valuations. This resulted in an increase in estimated rates income of about R8 million.
  • Challenged the uMngeni Municipality on the validity of the secret Interim Finance Committee (IFC).
  • Challenged the Umngungundlovu District Municipality (UMDM) on the excessive water and sewage increases which were later reduced to more acceptable rates.
  • Exposed the ‘River of Shame’ which was publicised in The Witness, showing the sewage running through an informal settlement, flowing directly into the uMngeni River.
  • Currently challenging the Umgungundlovu District Municipality (UMDM) on the flawed, inconsistent and incorrect water billing which is frustrating residents, not only at the uMngeni Municipality, but all the municipalities UMDM supplies.
